Present:
Jim Campbell, Ben Frost, Nancy Larson, Angie Rapp, June Hammond Rowan

Roll Call:
The meeting was called to order at 10:00 a.m. by Vice Chair Larson.

Minutes of Meetings on 1/8/04:
The minutes of January 8, 2004 were reviewed. Campbell made a motion to accept the minutes and Frost seconded the motion. All were in favor.

Treasurer’s Report and Discussion of NHPA Funds:
As Steffen was not present, there was no Treasurer’s Report.

Membership Directory:
It was reported that the Membership Directory has been mailed out.

Member Handbook:
Discussion on the handbook was tabled until the next meeting.

Newsletter:
Campbell outlined progress on the newsletter. It will take NHMA about a month to publish the newsletter. There was discussion on whether or not the newsletter be delayed to include information about the spring conference.

Spring Conference:
Rapp reported that the spring conference on May 20-21 in Waterville Valley. A Conference Organizing Group (COG) has been established and decided on a theme of Low Impact Development. Rapp distributed a tentative list of conference sessions developed by the COG.

Access O4 Conference:
Rowan reported that Laura Pfister at OEP had contacted Kerrie Diers and her about a conference on accessibility issues. They Access 04 COG is interested in having planners involved. The Executive Committee discussed the level of involvement and felt that this topic might better reach planners and Planning Board members through the NHMA annual conference. It was suggested that NHPA could provide its mailing list so planners could be invited to the conference.

Legislative Issues:
Frost provided an update of the legislative session. HB 283 and 284 dealing with wetlands have been determined to be ITL as has SB 435 dealing with housing.

Frost further explained SB 414 which addresses the Simplex decision and HB 1375 which addresses the power of Conservation Commissions. LCHIP appears to be in trouble as there may not be enough support for more funding for the organization.

Website:
Rowan outlined some of the history about the NHPA website. NHMA has recently updated the site. All Committee members need to look at the site as well as the Vermont Planners Association for comparison. Discussion on this will continue at the next meeting.

Letterhead:
It was agreed that the credentials of AICP and Esquire will be added to the NHPA letterhead.

NHPA File Storage:
A large box of past NHPA minutes and other documents will now be stored at NHMA. This box was previously stored by the NHPA Secretary, but now will have a more permanent home at NHMA.

Next Meeting:
The next meeting will be March 17, 2004 at 10:00 a.m. at NHMA.
