Present:
Kerrie Diers, Ben Frost, Christa Koehler, Nancy Larson, Angie Rapp, June Hammond Rowan

Roll Call:
The meeting was called to order at 12:25 p.m. by Chair Diers.

Minutes of Meetings on 3/17/04:
The minutes of March 17, 2004 were reviewed. Rapp made a motion to accept the minutes and Frost seconded the motion. All were in favor.

Treasurer’s Report and Discussion of NHPA Funds:
Due to the Treasurer being absent, there was no treasurer’s report.

Newsletter:
The newsletter was recently sent out and everyone agreed it was a nice issue. Conference registration information was included. Koehler noted that the next issue will be in the summer. She is looking for ideas for the newsletter. Ideas were suggested and include a summary of the NHPA conference, a summary of the APA conference, and a legislative update.

It was suggested that the newsletter should be posted on the NHPA website. Koehler and Campbell will be responsible for this.

Legislative Issues:
Frost provided an update of the legislative session and outlined several bills of interest to planners.

Diers asked about the NHMA legislative process. There used to be a legislative committee, but now they are hosting listening sessions. The NH Association of Regional Planning Commissions is interested in establishing a legislative committee.

There was a discussion on the governmental use of property. Rowan asked for input on pursuing legislation directed at getting the state university system to have to follow local land use regulations. The consensus was that this would be extremely difficult and not worth pursuing.

Spring Conference:
Rapp reported that two speakers haven’t been confirmed yet. Suggestions were made about possible other speakers in case they were needed.

The COG decided that the speakers will be paid for their mileage and a $150 stipend.

Website:
The Committee thanked Frost for setting up a Yahoo group for professional planners. The purpose of this site is to provide a forum for planners to discuss planning issues. Membership to the group will be monitored by Frost.

Rowan noted that NHMA has been responsive about posting information to the website. The Committee is interested in having its own domain name and it was unknown if NHPA could have this and still have NHMA maintain the website. It was also suggested that the site might be improved with more graphics and photographs.

Diers, Frost and Rapp offered to meet with NHMA prior to the next meeting to discuss the website with them. Discussion on this topic will continue at the next meeting.

Other Business:
The NHPA annual contract with NHMA was discussed. Diers will look into this and report at the next meeting.

Frost reminded everyone about the OEP Spring Conference on May 8.

Next Meeting:
The next meeting will be May 12, 2004 at noon at NHMA. Bring lunch!
