Executive Committee

Executive Committee Members Present:
Kerrie Diers, Jim Campbell, Ben Frost, Nancy Larson, Jamie Steffen, Angie Vincent, Steve Whitman, June Hammond Rowan

Roll Call:
Chair Diers called the meeting to order at 10:15 a.m.

Minutes:
Steffen made a motion to approve the minutes of the meeting on February 24, 2005. The motion was seconded by Whitman and all were in favor.

Treasurer's Report:
Steffen distributed a report and noted that the organization currently has approximately $11,130. Membership was also discussed and in 2004 NHPA had over 150 members. Frost made a motion to approve the report. Whitman seconded the motion and all were in favor.

NNECAPA Report
Vincent reported on a recent conference call of the NNECAPA Board. There is a NNECAPA Professional Development Seminar tomorrow (April 29) with an excellent group of speakers. However, the feedback so far is that the seminar is expensive ($50). The NNECAPA newsletter recently was published and is available online at the NNECAPA web site. The fall NNECAPA conference will be on September 15-16 in Bar Harbor, Maine.

Legislative Issues
Frost reported that so far the legislative session had not been very busy. Representative Kirk's bill on variances has passed the House and is in the Senate. OEP will support this bill. A bill to help encourage development in downtown areas is being held over for study. Other bills of interest are a bill requiring pre-applications for site plan review and another regarding impact fees for open space.

Report of Professional Development Organizing Group & Spring Conference:
The spring conference will be May 19-20 at Attitash. Whitman noted that professional development credits will be available for those attending. Vincent reported that the Conference Organizing Group has been busy finalizing the agenda. The speakers, sessions and activities are all set. There will be 4-5 exhibitors and $900 in sponsorship.

Report of Governance Re-organizing Committee – proposed bylaw change:
Diers reviewed the proposed bylaw changes. These include changing membership on the NHPA Executive Committee from all positions being elected at the same time for a 2-year term to a system where 3 members would be elected each year for a 3-year term. Positions would be elected from the members of the committee. The purpose of this would be to encourage new members on the committee and allow Committee members to change positions during their 3-year term. In addition, the duties of the positions within the Executive Committee have been revised to better reflect the work of the organization.

The Committee discussed the process for having the membership adopt these changes. Frost made a motion for a special NHPA meeting at noon on May 19 at the NHPA conference and to present the proposed bylaw changes at this time. The motion was seconded by Campbell and all were in favor. Diers will coordinate with the LGC on mailing out the meeting announcement and proposed changes to the bylaws.

2005 Membership:
The Committee briefly discussed 2005 membership and will try to have a count of members for the next meeting.

Newsletter/Website Articles:
Campbell reported that Christa Koehler is working on the next article and getting it posted on the web site. Frost will also write an article on legislative issues.

Other Business:
The Committee discussed who was interested in continuing to serve in the Executive Committee and new people to recruit to the Committee for fall elections. Vincent and Steffen were willing to run for a 2 year term, and Diers, Campbell and Frost were willing to run for a 1 year term. Whitman, Larson and Rowan will likely not run. It is likely four new people will need to join the Committee.

Next Executive Committee Meeting:
The next Executive Committee meeting will be June 23, 2005 at 9:30 am at the Local Government Center. There will also be a special meeting of the NHPA membership on May 19 at noon at the NHPA Conference.
