Vice Chair Larson called the meeting to order at 2:10 p.m.
Minutes of Meetings on 5/12/04:
The minutes of May 12, 2004 were reviewed. Steffen made a motion to accept the
minutes and Rapp seconded the motion. All were in favor.
Treasurer’s Report and Discussion of NHPA Funds:
Steffen noted that the organization has almost $13,000. He will email the Treasurer’s
Report to the Committee members.
Newsletter:
Koehler reported that the deadline for the next newsletter is June 16. The issue
will include a legislative update, an article on recent court cases, a summary
of the NHPA and APA conferences, and an article on new urbanism.
Legislative Issues:
Frost provided an update of the legislative session and outlined several bills
of interest to planners.
The Governor has signed SB 414. This bill deals with active and substantial development, impact fees and also recognizes the ability of Planning Boards to waive requirements in the Subdivision Regulations.
The Governor has also signed HB 761. This bill will go into effect July 5 and gives the Planning Board the power to mandate several types of land use controls and also allows Planning Boards to require pre-application reviews.
HB 1148, which would require municipalities to use the state definition of wetlands, is still pending.
The Coastal and Estuaries Program will go to DES on July 1.
SB 359 effects RSA 674:41 and allows for construction on certain pre-existing streets.
Diers arrived at 2:50 pm.
Spring Conference:
Larson noted that the conference was great and one of the best she has attended.
Everyone agreed and thanked Rapp for her work with the COG in organizing the
event.
